Patching can get sticky if you dont do it right - while going through the help, pay close attention to Product Codes as well as the Revision Codes.
Also consider looking into Web Updates

You may want to clear your Temp folder before you start on building and testing your setups.

I had the same issues with IA 7 while using Norton Antivirus.
I changed to Avira Antivirus and have never had that problem again

Have tried cleaning the registry - there may be some hanging registry values caused by unsuccessful installs/uninstalls
The temp data folder may also be a culprit.

Try a registry cleaning tool i.e regfixer, ccleaner
